The WPS qualification in accordance with ASME IX I can’t found the range of outside diameter qualified.
So how can I determine the range approval for outside diameter qualified.

You can't find it because it doesn't exist in Section IX.
There is no diameter range for procedure qualification.

Take the outside diameter and subtract the inside diameter.
Divide by two and voila - weld metal deposited.
