I have had a major contractor is New York that has contacted me in need of some advice or some work performed. They have a 12 " water line to install and it requires an AWWS C-206 certification. Correct me if I am wrong. This cert refers to AWS D 1.1 New York has taken some of this and made it more stingent for their bridge structural cert. If I see this right if you have  a NY bridge cert one should be qualified to weld the 12" water line. here are only 3 joints that are welded. Or am I wrong that a more stringent cert should qualify a welder for for a lower standard. I should also mention that it refers to AWS and the Steel Construction Manual in the specs.
Thank You

C206 (11) section 4.4.3 states... "Welder, welding-operator, and tack welder qualification. Welders and welding operators shall be qualified by tests as prescribed in AWS D1.1..."

Without purchasing the Standard, 'AWWA C206 Field Welding for Steel Water Pipe Fittings', I could find only one page that says that "AWWA C206, which requires the welders be qualified by tests per. ANSI/AWS D1.1."

AWS D1.1 is not a "lower" Standard than AWS D1.5, but simply a different Standard.

AWS D1.1 says that the Engineer for the project could accept a welder's previous certifications.

Good luck

Duke has already answered your question.
I think that standards and specifications should be read, analyzed and applied with "good judgement" or, as you Americans like to say "horse sense".
Example: Suppose in your company there's a welder who's been qualified to ASME IX, but not to AWWA C-206 because he never needed to do so. He's able to weld supercritical steam and boiler feed water piping using of course a procedure that's also been approved to ASME IX.
If you were a NY State Official, would you preclude that welder from welding a 12 inches, low pressure water piping at ambient temperature?

Thank You for your insights. I should not have used the term "lower standard". I to have only come across the one page on the AWWA C-206 specs. I really can't justify purchaseing a complete spec for a one time use. I wouldn't mind at all if I thought I would ever use it again.
Again
I Thank You

Cheap price. ASME and AWS standards cost a lot more.

OK, let's run some numbers... c206: first 8 pages are committee members and self congratulatory blather, so 20 pages at $74 = 3.70 a page. D1.1, at that rate,500+ pages, $1850+
And I have bought my share of other standards...
actually, I would venture that I have as much $ tied up in code books as a professional mechanic has in his tools... but my friends who wrench don't have to buy new tools every 5 years.

$1850 for D1.1?

Who did you buy your copy from. For that price you should have been able to buy 3 1/2 copies at full retail.

As a matter of fact, you have to buy ASME Boiler and Pressure Vessels Code every three years (every three years a new edition is published), to say nothing of the two Addenda published twice a year.

I hope that what Duke was trying to say is that D1.1 is not nearly as expensive as this C206, because at the same rate as the C206 then D1.1 would be very expensive.

But, let's look further.  How much are some of the AWS materials with the same number of pages as the C206?  D1.3, for 98 pages= $90 (less than a $1 per page).  D1.4, for 84 pages= $87 (just over $1 per page), D1.6, for 292 pages= $180 (less than $1 per page).

So, AWS materials are cheaper across the board than the publication in question.

Lastly, at those rates, I would join AWS as a sustaining company and get the entire code library at a considerable discount.  OOHH, I did.  And as long as I stay current I get all the updates and new editions when they become available.

Have a Great Day,  Brent

Yeah, AWS stuff is not that bad... especially now that the binding on the D1.1 holds together more than 10 months. Actually,if i remember correctly my D1.1 and D1.8 together were around $410 shipped.
