What do I need in the way of a procedure that would allow me to weld 10mm Wall Thickness Circular Hollow Section to 40mm Plate, allowing for CVN essential variables?

It is really a dead end when you don't know what welding standard is invoked by the customer.

Customer?  Standard?  Can't we just take the thing-a-mabob and plug it into the doohicky o'er there, and make some sparks?

A procedure that meets the requirements of the applicable code and is suitable for satisfactory welding of the production joint.
