I am planning the materials for an outdoor sculpture and would like the look of rusted metal welded to polished steel. I'm thinking that for the purpose of making the sculpture weather-proof I could use Cor Ten and stainless but I'm not sure if they can be welded together...and how? If you have any other material suggestion it would be appreciated

Corten is essentially a carbon steel, so 309L grade stainless would probably work.

I agree that 309L should work OK for your sculpture. You can get that in electrodes for most all of the usual welding processes.
One thing I want to point out - rust will probably creep over the stainless and discolor it, at least in areas where the stainless is below the weathering steel. You may want to clear-coat your stainless to preserve the appearance.
