we are welding a 7"x7" tube steel to a 1/4" plate. the detail calls for 1/8" flare bevel weld with a 1/8" fillet on top of flare bevel. can these two welds be made in one pass, or are two passes required? working to aws d1.1

What process are you planning to use???
If you were to use SMAW, and made your tacks with 3/32"-7018, then I would think you could get a 1/8" fillet weld on the joint design you specified with one pass of 1/8" 7018.
If you are using GMAW say a 70-bare wire, then it would certainly be obtainable with one pass as well.

I believe your WPS will specify multipass weld.
