Is there a standard practice for beveling steel in general on fillet welds example what thickness do you need to start beveling material 3/16" 1/4" ?

If fillet welds are called out on the drawing, why would you want to bevel?...just curious.

I dont think the norm is to bevel plates etc for fillet weld's

if it's to D1.1, to my knowledge no. there are req's if in a standard t-joint you have a root opening you have to upsize your fillet weld accordingly, (up to a certain limit). as far as a beveled joint prep, it could be something that your weld engineer deems necessary for a particular circumstance.

When you start preparing the material, you are getting over into partial pentration groove welds and it is no longer considered a fillet weld.
