vessel weldment query

Hi,
I have an application with the foll. specs:

-92 inch ID vessel weldment
-0.25 inch thickness
-0.5 inch thick and 5.375 inch wide flange on either side

I am planning to weld 8 equally spaces stiffeners (3/16th thickness) around the OD (flange to flange).
What welds should I call out for the stiffeners?
The height of the stiffeners is 64 inch flange to flange.
Do I weld it only to the OD of the pressure vessel (intermittent fillet, 2 inch with 4 inch pitch) or
do I call out a weld symbol for welding to the flange as well?

I didn't understand what you're planning and how the vessel looks like. Perhaps if you attach a sketch it will be easier to understand your doubts.

Well just consider a hollow cylindrical vessel, with those dimenions I have given.
On the OD of the vessel, I wish to attach those fasteners.
(I could have attached a sketch, but I am not sure one can do it here)

Are these stiffening rings for external pressure design?

No, just generic stock rectangular cross section 3/8 by 5.375 and length extending from flange to flange. (64 in)
8 of them spaced equally at 45 degrees.

Only you know their function and what loads they are designed for. If intermittent fillet welds fit your need, then I see no problem. You may want to check thermal growth before welding them to the flanges at each end, since there will probably be a temperature difference between the shell and the stiffeners during heating/cooling.
