Grouping materials for WPS qualification,

I am trying to figure out a way to make WPS for CSN SN400B, 400C as AWS D1.1
But i am not sure that we can put these materials in which group?
If any help, very anticipate!

Hao,
You cannot put them in any group - if they are not shown in AWS D1.1 they are classed as "Unlisted" or "Unassigned" (one is AWS and one is ASME but I do not have time to check).
Regardless of which terminology is correct you cannot use that steel for AWS work without qualifying the welding procedures,
